Dr. Reginald Brothers

Chief Executive Officer and Director

Dr. Brothers has served as the Chief Executive Officer at BigBear from July 2020. Previously, Dr. Brothers was Executive Vice President and Chief Technology Officer of Peraton, a leading mission capability integrator and transformative enterprise IT provider. Prior to that, he was a principal with The Chertoff Group, a leader in security and risk management advisor services, where he developed growth strategies, identified market solutions and advised clients on evolving threats. In the public sector, Dr. Brothers served as Under Secretary for Science and Technology at the U.S. Department of Homeland Security (DHS) from 2014 to 2017, and as the Deputy Assistant Secretary of Defense for Research at the Department of Defense from 2011 to 2014.Dr. Brothers has also held senior roles at BAE Systems, the Defense Advanced Research Projects Agency (DARPA), the Charles Stark Draper Laboratory, Envoy Networks and the Massachusetts Institute of Technology (MIT) Lincoln Laboratory. Dr. Brothers received a B.S. in Electrical Engineering from Tufts University, an M.S. in Electrical Engineering, electromagnetic field and communication theory, from Southern Methodist University and a Ph.D. in Electrical Engineering and Computer Science, optical communications and spectroscopy, from MIT. He holds five patents, is a Distinguished Fellow at Georgetown’s Center for Security and Emerging Technology (CSET) and is a member of the Visiting Committee for Sponsored Research at MIT.

Joshua Kinley

Chief Corporate Development Officer

Mr. Kinley has more than twenty years of experience in the Intelligence Community and the Department of Defense, and more than twelve years' experience as a Chief Financial Officer.  Before being appointed as Chief Corporate Development Officer, Mr. Kinley served as the Chief Financial Officer of BigBear.ai since December 2020 when NuWave merged with PCI Strategic Management to become BigBear.ai. Prior to that, Mr. Kinley was the founder and Chief Financial Officer of PCI since its formation in April 2008. He began his career with the U.S. Army as a Military Intelligence Officer, after which he served as an advisor and management consultant to senior Intelligence Community executives.  Mr. Kinley received a B.S. in Life Sciences from the United States Military Academy at West Point and an MBA from John Hopkins University with a focus on IT Management.

Brian Frutchey

Chief Technology Officer

Mr. Frutchey has served as the Chief Technology Officer at BigBear since 2021. Prior to his role at BigBear, Mr. Frutchey was an Executive Vice President at NuWave Solutions since 2016. Prior to his executive roles at NuWave and BigBear, Mr. Frutchey held multiple roles in the big data and analytics sector, including managing the National Geospatial-Intelligence Agency’s In-Q-Tel Interface Center’s predictive analytics and cloud orchestration portfolios, the U.S. European Command’s Joint Intelligence Operations Center Strategic Foresight and Open-Source Element capabilities, Endeca Technology’s Public Sector Division, and the U.S. Army as a Signal Corps officer. Mr. Frutchey received a B.S. in Electrical Engineering (Computers) from the University of Southern California.

Julie Peffer

Chief Financial Officer

Ms. Peffer previously served as the Chief Financial Officer for MedeAnalytics, a healthcare analytics company, since January 2021. Prior to joining MedeAnalytics, she served as Vice President, Finance at Amazon for Amazon Web Services, where she built and led global finance operations in support of all customer-facing teams (Sales, Marketing, and Customer Support). Ms. Peffer held various financial executive leadership positions across multiple industries (Defense, Aerospace, Industrial Manufacturing, Software, Multi-Industry companies) with global strategic and operational expertise. She has successfully implemented strategies, initiatives, systems and solutions that drive and support employee development, organizational change, performance excellence and revenue growth including expertise in Six Sigma DMAIC and Lean. Prior to Amazon, Ms. Peffer was VP, Finance at Flowserve within the Flow Control Division with manufacturing operations in 25 countries, and previous to that she was at Raytheon Space & Airborne Systems, where she worked as CFO for the Intelligence, Surveillance and Reconnaissance business which included operations in the US, Germany and the UK. She has also held senior leadership positions at ITT, Lennox International, Textron, Sterling Software and Texas Instruments. She earned her bachelor’s degree in Finance and Management from Texas Tech University and her MBA from Baker University.

André Hentz

Chief Administrative Officer

Mr. Hentz is the Chief Administrative Officer at BigBear.ai. Prior to this role, he was the Chief Operating Officer at NuWave Solutions where he was responsible for overseeing the day-to-day administrative and operational functions of the organization. Before this, Mr. Hentz served as Deputy Under Secretary (Acting) for Science and Technology at the U.S. Department of Homeland Security (DHS). He also served as the Chief Scientist at S&T, as well as a Senior Leader and Science Advisor to the Under Secretary.

Prior to joining Science and Technology, Mr. Hentz served as Director of Mission Support at the Department of Defense’s Intelligence Systems Support Office (ISSO). While at ISSO, he also served as Senior Intelligence Officer, Intelligence Oversight Monitor, and Military Intelligence Program Functional Director, and Deputy Director of Mission Support, and Chief of Acquisitions.

Mr. Hentz received a B.A. in Government and Politics from the University of Maryland, College Park and a Master of Science in Management from the University of Maryland, University College.

Dr. Keith Conner

Chief Information and Data Officer

Dr. Conner is the Chief Information and Data Officer for BigBear.ai, an analytics, cybersecurity, and engineering company providing decision dominance products to commercial companies and for national defense and intelligence communities. Prior to his current role, Dr. Conner was the Chief Technology Officer for at BigBear.ai and NuWave Solutions (one of four companies that combined to form BigBear.ai). 

Prior to joining NuWave, Dr. Conner served as the Senior Director of Innovation for Peraton reporting to the CTO. Keith also served as a Senior Technical (ST) engineer for the Department of Homeland Security (DHS) Science and Technology Directorate. Keith’s other industry experience includes serving as CTO for Technical Solutions LLC (a nationwide managed services and product solution company for commercial and government telecommunications operators) and in senior technical positions for Lucent Technologies Bell Labs Innovation and BAE Systems.

Dr. Conner has over twenty years of research, development, implementation, and integration experience including emerging small satellites, data analytics and machine learning, cybersecurity, enterprise architectures, mobile application development, information systems and technology, software and systems engineering, and wired and wireless communications networks. Dr. Conner has performed or led R&D in commercial, defense, homeland security, and academic settings. 

Keith holds a Ph.D. and MS in Electrical & Computer Engineering from Clemson University and a BSEE with honors from Mississippi State University.

Ryan Legge

President, Analytics Sector

Mr. Legge is currently the President of the Analytics Sector at BigBear.ai. In this role he is responsible for managing all aspects of daily operations and Profit/Loss for the Sector. Mr. Legge has over 20 years of experience designing and leading Data and Advanced Analytics projects for the Intelligence and Department of Defense communities. 

Prior to joining BigBear.ai, Mr. Legge served in a management role at KPMG in their Federal Business Performance Services Practice specializing in Business Intelligence, Program Management, and Performance Management. He was the lead Army account manager supporting the DoD partner in the development of the US Army account including key projects with Army G-3/5/7 and Office of the Under Secretary of Defense Comptroller (OUSD(C)).

Mr. Legge’s other defense experience includes senior operations positions at Northrop Grumman Electronic Systems. While at Northrop Grumman, he worked as an Operations Manager and Material Program Manager for projects such as the F/A-22 4th Generation Radar and the first Multi-role Electronically Scanned Array (MESA) radar antenna for Australia’s Wedgetail airborne early warning and control (AEW&C) system.

Mr. Legge holds a B.A. in Business Administration from McDaniel College and a Master of Business Administration degree in Information Systems Management from Johns Hopkins University. He is also a certified Project Management Professional (PMP) through the Project Management Institute.

Samuel Gordy

Chief Operating Officer and President of Federal

Mr. Gordy oversees BigBear.ai’s day-to-day business operations and will design, build, manage, and scale the organization to facilitate BigBear.ai’s evolution to the next stage of successful and profitable growth in the Federal division. Sam brings deep experience overseeing the maturation of product strategy in publicly traded companies that do business with the federal government. He joined BigBear.ai from IBM, where he had worked since 2016, most recently as General Manager and Chief Strategy Officer, US Public and Federal Market, and previously as General Manager, US Federal and Government Industries. Prior to that, he held senior leadership and operational roles at Leidos and SAIC.  Additionally, he proudly served as a US Naval Intelligence Officer. He earned his bachelor’s degree from the Georgetown University School of Foreign Service and received an MBA from George Washington University.

Claire Morse

Chief Human Resources Officer

Ms. Morse drives strategic human resources initiatives across BigBear.ai's Federal and Commercial divisions, focusing on integration, strategy, and the direction of human resources-related functions.  Claire has extensive human resources leadership experience in technology and government contracting and has a track record of leading human resources functions through mergers and acquisitions. She joined BigBear.ai from Salient CRGT, Inc., where she worked since 2015, most recently as Vice President, People & Culture. Prior to that, she held human resources and employee relations management roles at Bechtel Global Corporation and ManTech International. She earned her Bachelor of Science degree in Renewable Natural Resources Policy from Texas A&M University and received her J.D. from Chicago-Kent College of Law.

Tony Barrett

President, Cyber & Engineering Sector

Mr. Barrett manages a team of nearly 350 people whose work spans from the Department of Defense to the Intelligence Community. Over his 34-year career as a military officer and industry executive, Tony has earned a reputation as an exceptional leader who collaboratively runs agile, data driven, matrixed organizations that perform at elite levels, while maintaining a strategic focus on long-term growth.  Prior to his current role, Tony was the Senior Vice President of Integrated Defense Solutions in the Cyber & Engineering sector, managing the firm's largest single Business Unit both in terms of revenue and personnel. Tony also worked collaboratively across all business functions to help write and establish policies and procedures to ensure the company could provide an environment for growth both personally and professionally across corporate boundaries. Tony is a retired Marine Corps Intelligence Officer, a third generation Marine, and has a son currently serving as an Intelligence Analyst in 2d Marine Division. As a combat veteran with a focus on veterans' health, Tony serves as the executive sponsor and chairperson of BigBear.ai's veteran Employee Resource Group, the Veteran's Command Post. Tony is a graduate of Boston University and the proud father of two sons: Tony and Michael.  

Jeffry Dyer

President of Commercial

Mr. Dyer is responsible for all aspects of BigBear.ai’s growing business in the commercial sector, including oversight of the P&L and leadership of sales, marketing, and product development functions. He brings more than 30 years of sales management and technical sales experience, most recently serving as the Senior Vice President of North American Sales & Operations at Sisense, Inc., a position he had held since 2018. Prior to that, he was the Senior Vice President of Worldwide Sales at Skytap. Jeff has also served in a senior sales management capacity at companies including MicroStrategy, EndPlay, Intershop Communications, SAP America, and Adobe Systems. 

Carla Fitzgerald

Chief Marketing Officer

Ms. Fitzgerald brings more than 25 years of B2B-focused technology marketing experience with public and private global companies, including companies that do business with the Federal government. She specializes in providing innovative go-to-market strategies for SaaS and enterprise software businesses, building thought leadership, accelerating demand generation, increasing customer retention, and crafting clear, compelling messaging for highly complex products.  Fitzgerald previously served as the Chief Marketing Officer for vehicle intelligence company Spireon, which specializes in transportation analytics and fleet management. At Spireon, she was awarded “Female Executive of the Year” by the American Business Association in the small- to mid-size Business Products category. Prior to that, she was Chief Marketing Officer for Smith Micro Software and has held leadership positions in marketing, business development, and pre-sales engineering fields at technology companies serving a wide range of industries. Carla earned her bachelor’s degree in Economics and Computer Studies from Claremont McKenna College.

Carolyn Blankenship

General Counsel

Ms. Blankenship provides strategic input to drive BigBear.ai's growth and long-term success. Carolyn has over 30 years' experience advising companies on achieving business objectives in an emerging technology environment. She joined BigBear.ai from Thomson Reuters, where she worked since 2001 and was mostly recently General Counsel, Product & Innovation. Carolyn's practice has focused on various legal aspects of artificial intelligence, and she has lectured on this subject at Princeton, Penn Law and the Practicing Law Institute, among others. She is also an Observer to the Intellectual Property Subcommittee of the Global Partnership on Artificial Intelligence (GPAI). Carolyn earned her bachelor’s degree from Harvard College and her J.D. from the Sandra Day O'Connor College of Law at Arizona State University.
